We have a situation where the national security apparatus was used as an instrument for pursuing the political vendettas of the Chosen One. If that isn't an impeachable abuse of office what is.
A phone call or meeting with a foreign leader was conditioned on his willingness to play ball and produce dirt on Biden. The release of funds appropriated by Congress to help Ukraine was held up to put pressure on the president of Ukraine to do the Chosen One's bidding.

THe money appropriated to Ukraine is part of the national security apparatus. T held it back and dangled it as bait to attack a political enemy.

I believe meetings and phone calls with foreign leaders are part of the national security apparatus. Ditto for funds appropriated for military and other aid. All of these things were manipulated in the pursuit of the Chosen One's personal political vendettas.
Ukraine is in a very vulnerable situation. It's president was eager for a meeting. This was manipulated for the Chosen One's personal political interests.
