It's a situation where those prospects wouldn't normally be playing? And they really haven't cared about minor leaguers before. And I don't see how it helps the team as they would be forced to be playing with a bunch of sub par players.

Not defending MLBPA on this front, but they don't care about most minor-leaguers, because most minor-leaguers won't ever be major-leaguers (and thus union members). In this case, however, you're talking about top prospects that almost certainly will become major-leaguers, so I think the union would feel differently.

i'm sure there's plenty of teams who would like to see what they've got in a guy but don't want to burn any service time.

More recently they have been less than average on offense. They aren’t even trying to get better offensively.

Well they are one of the lower payroll teams in the league. They only have so many resources. Don't forget they traded Bauer in the middle of contending for the division title last year and got a young controllable hitter in return. They got Puig and Franmil Reyes in that trade.

Good question. Duvall has been an unexpected surprise this year as his contact rate is better (knock on wood) and he's hanging in there (though not well) against RHPs. A Francoeur-esque HR for the game-winner last night. I think any interest in Puig would hinge on the status of Acuna's wrist, but Puig can't play CF, so unless they would view him as an everyday guy in RF (with a Duvall/Markakis platoon in LF), he probably doesn't make a lot of sense. All this said, they sure could use another bat right now.
