He doesn't want a strategy or plan, that would box him in. He believes he can lie/bulls#'t his way through any situation. He's usually right.

He's going to make a lot of people think he actually didn't want to start a panic, when it's clear that he couldn't care less about starting panics, except that he probably enjoys it. He'd start a panic tomorrow if he thought it would help him get elected.
The motive for understating the risk was the stock market (see blowup at Dr. Messonnier's warnings), which itself is a derivative of his self-interest in re-election.
It is worth recalling that on February 25 Dr. Messonnier warned that: "Disruption to everyday life might be severe."
She was silenced after that. Basically for telling the truth.
If you tell the truth, people will be scared but also adjust their behavior and save some lives.
If you don't, it is better for the stock market.
