Do they prescribe burn out west?

There are no prescribed burns in California. The state government passed laws years ago to prevent forest management. Newsome wants to blame the fires on global warming (just to be clear, I am not arguing that global warming is not real) and not poor management of the resources.
 
I am about 50 miles from the largest of the fires in Northern California and have several friends who work for Cal Fire. They have been frustrated for years because the state government will not permit the controlled burns to keep this from happening. I can't speak for Oregon and Washington's policy, but my guess is that they have similar situations. The first attached photo is the school I work at Wednesday at 2:00 pm. The second is from my parent's deck on Thursday afternoon.

Local leadership seems to always be absolved from responsibility for the communities they serve as long as they have a certain letter next to their name
 
This is nature folks. Prescribed burning is a common core principal of land management. It isn't optional. Either you burn it, or nature will. This is nothing new. People have been practicing this for 100 years.

Much longer than 100 years. One of the articles I linked to discussed the expertise and knowledge of a native american tribe in California.
