Welfare and "health care' to the "large swaths of poor" is not what I'm talking about. UBI would cover much more than welfare the "health care" the poor get access to is a joke.

No I know what the true issues are, the issues are that we urbanized then when too many black people moved into cities we suburbanized taking all the jobs with us. The issue is the Ronald Reagan changed our economy from a creator to a supply side economy, which disproportionately effected the lower middle class which there were a lot of blacks there.

I could go on, but the issue that effect the black community isn't something that a bunch of white people on a message board really have a grasp on.

But yeah, there are problems with not expanding voting hours as many poorer people are not as free to go vote whenever. Personally I wish voting lasted a week. You could have it be like M-F 7-6 - that would give everyone time to request off/get to polls not just on a tuesday.
