How exactly does one tax another nation?

Do you think the US is going to spend less on defense if others spend more? I doubt that would happen in practice.

Tariffs are taxes to other nations. Get reimbursements for protection.

"Tax" is just a placeholder and not a literal use of the word. THere are many ways to get consideration out of foreign countries that have abused the US for decades.
 
And he did none if that other than cut taxes when in office. The issue is that he went to Russia on the invite of a Russian diplomat and comes back criticizing NATO. A fully suspicious to me. Imagine if Biden went to Beijing and came back promoting things Xi wants.

Tariffs are taxes paid for by the companies exporting goods. Those taxes are then passed along to consumers. China doesn’t foot the bill.

That is again a simplistic view of it.

When Tariffs are implemented costs go up like you said but then other options are available which require additional competition from those international manufacturers. They have options. Lower their costs or lose business.

So the end result is the same gross value but the allocation amongst the countries differ.
