I haven’t paid much attention to Massie over the years but this is a great video. Thanks for sharing

As I understand it, this rule that Massie wrote and is so proud of would (if triggered) result in discretionary domestic spending being HIGHER than under the deal agreed upon. It incentivizes the left wing of the Democratic Party to vote against the appropriations bills. Otoh it strongly incentives those Republicans who want to see defense spending rise to vote for the appropriations bills because defense spending would fall if they don't pass.

If Massie's provision is triggered the Defense budget would drop to $850 billion from the $886 billion contained in the deal. Discretionary domestic spending would be $736 billion rather than the $704 billion in the deal. Under either scenario the discretionary domestic numbers would be topped off by $10 billion that is redirected from the appropriations previously allocated to the IRS.

I don't think Massie's provision will be triggered. But I find the incentives they provide amusing. It is likely that the defense hawks are the ones who will be sweating out the passage of the appropriations bills while the left wing of the Democratic Party (assuming they are smart enough to understand things) will be incentivized to throw sand into the gears.

I'm glad to see this document being shared with members of Congress. Partisanship has value. If credibly accused creepy joe did anything wrong it would be malpractice on the Republicans' part not to investigate and bring it to public attention. I hope they give it extreme scrutiny and share everything they find with the public.
