He might have a bank account. I think the rule is he has to report one if he keeps over $5K in it. Otherwise there is no need to report.

financial records ?

But a lot of maybes and if and buts

Discuss amongst yourselves and hopefully someone can answer my question because I would love to rid myself of cumbersome credit cards, and checking accounts and just carry 1920s style a wad of cash to pay for dinner for 6 at the local taqueria.

It is curious. But it might just be how he manages his finances. I don't think he is unique in keeping only small balances in his bank account.

Or he will have to make an amendment to his financial filings.

There is also the possibility that something nefarious is going on. But that is one of several possibilities. We don't know at this point.
