He is saying it as a way to induce more people that shouldn't have been vaccinated to get vaccinated.

Its also a downstream confirmation that masks are only needed for people who aren't vaccinated which also implies that the mask is a protective measure against COVID.

If he doesn't believe masks work then why not say he's frustrated with people wearing masks at all?

Here is a hint - He thought masks worked up until the middle of 2021. Seems pretty absurd that you wouldn't knock that but you didn't even pay attention that this existed and pretended like I lied about it.
 
Not speaking for Sturg and I really don’t have much to say about Trump and Covid, but I don’t really care about mask discourse. Mask mandates, shutdowns, vaccine mandates, etc. policy that affects that is what matters. RDS was better than most on policy

You are free to imagine words that weren't said but at no point did he "push masks" in the video you provided.

I offered several examples at various parts throughout the year where he directly opposed them

The most RDS supported was allowing businesses to require facial coverings, but he was 100% against mask mandates, basically at all times.

Rewarding vaccination by having them remove the masks not only implicity states you believe the masks are effective at reducing COVID transmission its also an attempt at shaming those that aren't vaccinated.

Not even sure how that can be argued.

he said he's annoyed at vaccinated people wearing masks because it signals to others that the vaccine isn't effective

I'm shocked! You're wrong or blatantly lying about what he said. RDS said the following:

"A little frustrated with jurisdications…"

Which means he is frustrated with local governments not instituting policies that reward vaccinated people and let them take off their mask.

I'm sorry you have the completly wrong view of how good your God was during COVID. It happens...
