China retaliated by targeting soybeans and other agricultural products. Whereupon Congress appropriated tens of billions of dollars to make good the farmers who were harmed. It could all be justified in theory if we were able to use all of this as leverage to negotiate better trade arrangements with China. But nothing came of it.

When you say toughest on China give me some specific policy examples. I am personally not against decoupling with China but there's a lot of negative consequences that come with that. Prices on goods will go up. Many businesses will lose the huge China market. Without the economic interlocking of the countries the risk of war go way up. We would have little else to threaten them with. One thing I would certainly do is fine China when they ban someone or their products from China because of something they said. I would fine then twice what they cost the person/company and apply it to the debt we owe them.
