I don't think Schiff did anything wrong. Why should he be punished for not spreading intel that hasn't yet been verified? It might be true and it does fit Putin's character to do something like this but Schiff can't go around telling people unverified intel as if it's fact. He did the right thing by keeping it to himself.

constitutionally they do not conduct foreign affairs

and b) how do we know Schiff did not confront the WH ?
in this case is the limit of his power.

Legislators legislate / create laws.
Executive conducts/executes foreign policy

So House aides are more in the loop on top secret intelligence than the President? Why?
 
They sure seem to have a lot of corroborating evidence and details for a report that didn't meet the threshold of being credible.

The WH's response is one lie after another, their typical pattern.
 
What was Schiff supposed to do with the intel? The President is the one who needs to respond and probably the worst thing he could do is make it public. Trump would get defensive exactly like he is now. Pretty sure this was classified too so as usual would attack Schiff rather than address the issue.

Yes, the Schiff deflection defense reveals a lot. Defend OO with whatever is available in the moment.

Schiff leaking the intel would've done nothing. The GOP and his media machine don't care about Americans being killed. They let him slide the way OO let Saudi and N.K. slide for murdering innocent Americans. "Who would mind a few soldiers?"
