Because is one of the worst in-game managers in baseball. It makes no sense and people still defend that aspect of the guy. The team loves him and plays hard for him, but he won’t do the obvious things to optimize the team and it makes no sense.

julio hasn't had his good slider going the last two, when he was going great he did. Two bad starts without it.
