That was a plan floated by some, including then Presidential candidate Joe Biden. Like you, I always thought that made sense. The problem is that Turkey doesn't like it because it would have established a legitimate Kurdish state.
Yep. That's another reason in addition to the colossal upheaval the three state solution would have caused the Biden plan didn't gain traction. Turkey now is still a wild-card in all this. Their formerly strong Nationalistic spirit has been weakened immensely by an ever more popular jihadi mindset (or at least folks cozy with jihadists like ISIS).
