My theory is that Manfred wants Houston to win now that they've "stopped cheating" in order to somehow legitimize 2017. Like they were good enough to win anyways, so it doesn't really matter that he only punished a couple coaches. No asterisks here. Just usually the umps are being a little less obvious than ball 1 to Alvarez.
