Here we go, again

On the at bat to Franco Carle had him 0-2 the camera panned to show the defense shifted to the left. Why did Carle then throw three straight outside pitches? Wouldn’t you want to go inside on the hands with the defense in that position?
I hate how our pitchers get up in the count then nibble.
I guess the ability to go inside is the differencce between a TOR guy and a journeyman reliever.
