I think you forgetting about Perez, who has already been DFA'd once this year. There is zero chance we're kicking Holmes to the Pen in favor of Perez.

Perez will be heading back to Gwinnett unless someone decides he is worth 3.5 million.

Doesn't make it the right move. Perez was clearly "DFAed" with the intent to bring him back like they did. They just needed another arm for a couple of days.

You do not risk losing someone if you think they are valuable enough to keep around. 29 other teams had the chance to take him for a measly 3.5 million. They all chose to pass.

Holmes is easily the better pitcher at this point in their careers.

Both are 4+ FIP starters. Holmes can actually be a good reliever. That being said, hopefully neither are in the rotation in a couple of months.

Perez xFIP is close to 5.00 over the last 4 years, compared to Holmes career xFIP of 3.90. Holmes has also has .9 higher fWAR over the last 3 years despite less innings pitched.

Holmes is clearly the better pitcher, and it isn't particularly close. The only valid argument is that moving Holmes to the pen saves the mileage on his arm, and potentially limits some pen usage. But I don't think he's really the type of pitcher you stress too much about protecting. He's the type of pitcher you keep running out until he breaks.
 
Whatever we do, we need to make sure we don’t lose control of the extra starter when Strider comes back. Pretty good chance we’ll need that extra depth at least until Waldrep and Schwelly come back this summer.
 
I think you are splitting hairs when comparing Holmes and Perez. Both if managed properly are fine in the 5 hole. Most likely they both are pitching on the same day.

Ultimately Holmes will retain his starter role until waldrep or SS are ready. But it is clear he is just a bulk guy who will relieved sooner rather than later

Holmes is also a guy that shouldn't see the lineup a 3rd time. He's a meh starter who can be a plus reliever. Perez is just a meh pitcher in general.

Is it possible one Ozzie Albies prevented Grant Holmes a win last night? I'm thinking about when Ozzie decided to go to the bag on his own and weakly throw to first and not get an inning-ending double play. Dubon was making his way to the bag and has a better arm/angle to try to end the inning. Then again, Trea Turner is extremely difficult to double up. Holmes was immediately lifted after this.
