Two things. He was lucky last year with a 370 WOBA compared to an xWOBA of 344. And this year it's in the opposite direction. He's hit worse but a 270 WOBA compared to an xWOBA of 305. He's a lot closer to last years production (better K and BB rate for example) than his numbers like OPS show. His power is literally non existant this year. Likely a combo of the change in baseballs and just hitting worse in general.

I think he has a significant shoulder/elbow issue that would require surgery to fix but is tanking his hitting.
