I'm not sure why MLB has the "you're not allowed to intentionally get hit by pitch" rule on the books if they clearly have no intention of ever enforcing it.

It would be fairly easy to enforce with the automatic strike zone. You could enforce it similar to how the NBA enforces charges. If the ball hits you within a specific zone (say within 3 inches of the plate), the batter is automatically out.
 
Was Rosario a smart move? We just downgraded defensively

Yes.

I don’t think Heredia is that good defensively. Even if he’s better, the odds of a play occurring where he makes a play that Rosario couldn’t is low. Whereas the offensive upgrade with Rosario is significant with the platoon advantage.
