I don't think he's trying to walk those guys, I think he just doesn't want to get hit, which leaves him painting and thus depending on borderline calls.
Folty's strike to ball ratio is at one to one. Even when pitching well, he always seems to throw a ton of pitches.
For the record, the actual difference between Newcomb and Folty is Newcomb's fastball, when it's in the zone is actually good. Folty's is not. It doesn't have enough life on it, so it gets tagged even when he's in the zone. His secondaries have been good however this year.
Neither have particularly good control or command, but Newcomb having three pitches is what truly separates him now.
