There was a legal reason not to open these files to the public as long as Maxwell was still appealing her case. DoJ policy calls for records to remain closed while cases are being litigated. Maxwell exhausted those appeals when the Supreme Court turned down her efforts to have a new trial. That happened in October 2025.
