"Opt-outs" aren't - they're for high-risk players who choose not to play for health reasons and still get to draw their salaries.
Markakis wasn't in that category - he wasn't getting paid. If Duvall decides to go home because of his condition (diabetes), he can't choose to come back until 2021.

He most def did not make it up, because I had seen the same thing reported probably about a month back... That players getting paid and players not would be treated differently.
