No he's not. All that he has said that he thinks it's very important for a center to be a good rim protector. I don't see why that's wrong. It's certainly more correct than BRule saying you don't need it.
If you play Okafor at the four, but he can't hit jump shots consistently then that also won't work because you would have no space on offense.
Again, if Okafor is even average on defense then he will be fine. As I said at the beginning, I have no idea what Okafor can do because I'm not an NBA scout, but if he's an all offensive center than I would steer clear from him. You need rim protection in a league that is moving away from mid range jumpers to PNR based offenses.
