New CBA and the draft pick compensation

It sounds like they may be doing away with the team who signs a player losing a pick and instituting pick compensation in other ways. Does anyone think if this is agreed upon it would be instituted this offseason?

That would change everything, but I'm not sure that's fair to do after qualifying offers have been made
 
nope, I doubt it would affect this years FA crop. It would change the market that has already started. there would be language that says "to begin 2017 off season"

I think you have to. A team will say that their plans would have been altered with this information.
 
Any free agency this winter would be based on the 2016 season, and thus under the old agreement. The start of the 2017 season would start the clock ticking on any real standards for free agency.
