Well for one, Maitan is barely batting over .200 with tons of strikeouts at Danville right now. They aren't just going to promote a guy just to promote him. Even though he was highly thought of, he still has to earn it.

They promote Austin Riley with .252 batting averange and Touki with a era of 5.04. Alex Jackson had .272.
But players of his ilk can easily debut before 22. A lot do.
The deeper numbers are the difference here.

I think braves dont look numbers they look how the player is progressing. I was looking for example the florida fire frogs that team don't have a good offense so what's going to happen pitchers are going to lose a bunch of games.
The question is, does anybody honestly think the Braves will ever pay ANY player $30 million/year - regardless of who that player is or how much sense that might make?
I've probably beat the "pay huge money on short term deals" drum to death as much as anyone here, and it's just really tough to ever see it. This franchise has been spoiled by its stars in the past - the only players that really have ever even attempted to get market value for their services have been Andruw (late in his career), Furcal (late in his career), and Glavine when he went to the Mutts, and they were all shown the door pretty quickly. They thought enough of Teixeira to trade a haul for him as "the missing piece" and then failed to spend appropriately to keep him. As mentioned earlier, the same happened with J. D. Drew. Lots of people get too touchy about these trades, but they honestly weren't that bad - IF the Braves would have done what it would've taken to keep those guys to hit in the same lineup as Chipper/Andruw/etc..

ERA isn't that important, especially in the minors. Touki's peripherals were just dominant.

Chipper's big deal was big (think he was top five highest paid at the time), but you are right that he did not try and break the market.

Yes and he hit well in the GCL...
So, what if Julio +was the main peice plus. It gives them a cheap young option. Say we also took Verlander and they took back Nick or Kemp. I think if we use our payroll flexibility and we add Julio...it might not be near as bad as you think. Detroit is desperate to clear contracts. More desperate than we were (we were not in near the shape besides BJ). Verlander for two years and a switch to the NL "could" be very solid. Especially if we can get rid of a corner infield contract (which we need to do).
Fulmer's health is also an issue now. He's great, but that's put a little crusty edge around his glow. Folty, Fulmer, Verlanderand whoever else that earned it (from the Dickey, Newk, Sims etc camp)...would be tough.
Detroit has little hope to move any of the bigs contracts without attaching Fulmer.

Detroit has arguably the weakest farm in the game.
And they control Fulmer for 5 more years after this year, they can wait on him. I doubt Avila is gonna attach a bad contract to lessen the package for Fulmer. He's their best trade chip.
