They actually have to have a legal basis for prosecution or they open themselves up for malicious prosecution and disbarment. Besides that these people at the top other than Trump dont hate each other. It's like a club and you generally dont do that stuff to people in the club. Most of them are actually good friends behind the scenes. What we see from them publicly is theatrics.

*look up the history of Ford pardoning Nixon. The hows whys and wherefores.
Then look up the un-pardon Nixon's VP received

and talking about "pre emptive" pardons (aka admitting they are breaking the law) about the children of the most corrupt garbage the white house has seen since Nixon
