Both have been declining a little, maybe a net gain, not a massive upgrade.
Anything that is an upgrade to the defense is good for the Bears. They have the offense to compete, just need the D to hold their own every once in a while.

I would take Jackson on Atlanta. but I'd only sign him to low guarantee or 1 year high incentive deals. JMO he's proven high risk.
