I thought this was clear and with brennan and Clapper having their fingerprints on the whole mess it's really about what the CIA did of yiu are truly seeking to uncover the origin story.

It's very clear what the FBI did in deceiving the FISA courts.

He was well connected. They shared information with him and he shared some of it with Papadopoulos. Doesnt mean he was an "agent" but they found him useful for the purposes of advancing their agenda.
