With so many guys on MiLB deals with a shot to make the roster, I think the Braves will need to put Simmons on the 60-day DL and delay his availability until June.

They've already put Paco Rodriguez, who will be out all season, on the 60-day. i expect they will have him do some light throwing before they make it official.
