It could have been race or it could have been a bad appraisal. This is anecdotal evidence. It's one data point. So it's difficult to draw conclusions without explicit evidence race was a factor. You need a lot more data points to draw a conclusion of race on something like this. Maybe that data's out there. I haven't looked.
