So what do you do with the extra money?

I don't personally see how trading for a lottery ticket SP fits the plan at all - Hart's trying to replenish the system, not trade pieces away. Have to figure that if he trades for a Pitcher(s), it'd only be for a young, cheap, and controllable one(s) with much more upside in a Gattis, Kimbrel, or Minor deal. I understand McAllister and Turner are controllable, but I can't see how giving up a prospect (or multiple prospects) to rent them for a year makes any sense - neither has ever impressed me (personally) more than Hale, and Hursh and Jenkins should be ready by next spring if not sooner (not to mention Fried should be ready to log some innings early in 2016 and could move pretty fast behind them).

It wouldn't/shouldn't cost much -if anything at al- to acquire Turner (or McAllister) since he will be reduced to a bullpen role or DFA'ed (as he already has been by Miami).
 
What they should do is save the money and put it aside to pay off BJ'S salary in 2017. They should have done that with all the extra money instead of signing Markakis and some washed up former closers. God help us of Markakis contract turns out bad.

That's the point - if someone like those guys gets released and Roger or our scouts see something in them they think can be "fixed", you pick them up after they clear waivers. If they don't have a good enough camp to make their current clubs, teams aren't exactly going to be lining up to scoop them up.

All 28 other teams passed on Harang after Cleveland released him last spring too - claiming guys like that on waivers usually only happens when you're desperate to add someone. With Hale on the roster, several other options available that will only cost money, the possibility that Russell could be stretched out, and Hursh not far away, it would be a bit of a waste of an asset if you went after guys like that before they just get released.
 
Excess money remaining isn't a real thing when you deal with this organization. It's use or lose. Hart and the gang cut payroll. Liberty knows the Braves are a train wreck and will not pump more money into a losing product.
