I believe Florida was at 15 weeks before they moved it to 6 weeks. There is no perfect solution. But I think the move to 6 weeks made it much more likely amendment 4 passes. I'm really glad voters in referendum states get to vote on this, even if it means they don't draw the line exactly in the same way I would.
