The federal government, most notably the NIH which did much of the work that led to the Moderna and Pfizer vaccines, deserves lot of credit for helping bring those vaccines to market so quickly.
If there is one person who deserves to be singled out for credit, it is probably this guy. It is a lucky coincidence that the new technological platform for delivering these vaccines had been developed over the past few years by him and his colleagues.

There’s a nice compilation of Trump doing the same thing making the rounds. Also, when it comes to instances of Biden struggling with words, it’s helpful to remember that he had a stutter problem and it could possibly be that.
No, really. It’s very widely known that Biden struggled with one and sometimes it comes out a bit. I’m not going to blindly defend Biden in all things, but when it comes to weird verbal things like this, it is just as easily due to working around his stutter.
Also, keep in mind that Trump had a very strong strategy of going off on random tangents mid-sentence in his speeches. His bravado helped him in cases where he might otherwise have stumbled.
