They aren't right now. They probably won't. It's gotten enough attention and is so absurd that they'll likely end up outsourcing it to community action agencies to distance themselves from it while still pleasing the idiots who think it's a good idea and still shoveling money to whatever friend or family member this was meant to enrich.
But that absolutely was the plan, it was in the contract they put up for bid, even the Snopes article that laughably called the claims mostly false acknowledged that part as true.
