Teams will be deployed at Penn Station in Midtown Manhattan on Thursday, he said, to ensure travelers stop to complete a travel form.

New York does have a serious contact tracing program up and running. Every person coming in at the airports has had to provide information. It has been more of a challenge screening people coming in by bus and train, but it looks like they are going to make a bigger effort to get those people screened too. I think they are also going to make an effort with respect to people coming in via private vehicles.

New York is not unique in that regard. Maine is requiring visitors to either take a test or quarantine for 14 days.
