I hope you understand that money is simply a tool to trade productivity. When there is no productivity the money is worthless. Giving people money to be unproductive is simply devaluing the currency which is a tax on all Americans

taking people away from their regular jobs to produce war material makes no sense, expect during time of war

tanks have no utility except for destroying enemy tanks

similarly social distancing has no utility except during a pandemic

the same logic that will lead a society to pay people to make tanks and other war making machinery during a war applies to activities that curtail the spread of a virus during a pandemic
