oh no doubt, it's failure on the state level to some degree
but it's crazyl to act like the president couldn't actually lead and get this flowing correctly and working
it's a national thing and the president can wield tremendous power to get it done correctly by getting agencies involved
we would have to have a competent leader and have hired decent people to be in charge though etc etc etc
naive to believe this is 100% state run and can't have a better role out with a coordinated plan from the top down
