So here's my guess, which I know you'll dismiss bc you prefer your narrative.

States who dont need the equipment are trying to get it for their own stockpiles for future need. And that the federal stockpile is for them to decide who needs it now.

Again, that is my guess just using basic human logic and positive intent.

Ugh. I thought the death rates in NYC had plateaued around 150 for the past week, but that was just data lag. They are still going up and passed 200 on 3/31.

Second curve is a real thing. We'll I guess find out if a third is a thing or not. Italy is seemingly regressing finally, but we'll have to see if this keeps going.
