You really dont. If you sample populations you can evaluate risk.

I think the approach has to be test, trace and quarantine.
Random testing gives you some insight. But you need comprehensive testing and tracing to be able to prevent a secondary outbreak.
Random testing is the natural first stage. All those things you've been pushing for weeks can easily follow without interruption or delay.
The random testing is much less of a logistical problem.

Looking at the new cases data for Italy, it looks to me that the measures they have taken have brought R naught slightly below 1. Something in the 0.8 to 0.9 range. Whereas in China they were able to bring it down below 0.5 (with the caveat about the reliability of their data).
Over here, it is hard to draw conclusions about the cases data because testing has been ramped up the last few weeks. But it looks like Washington state now has an R naught below 1. Michigan and Louisiana are possibly in that category as well. New York I'm not so sure.
One of the things to watch is the geographical progression. If Louisiana brings R naught below 1, will it stay there if things flare up in east Texas. We've certainly seen geographical progression on the east coast from NY and NJ to PA and MD and indications it is reaching DC & VA.

That's how Trump treated Obama. Why should we hold Trump to a lower standard than he wanted to hold Obama to? Can you honestly tell me if Obama was President with the same results Trump would not be politicizing it? Ytunp would be all over Twatter claiming no American would have died if he was President.
