People don't realize how hard hit NJ was. It is the most densely populated state in the country (more densely populated than Japan!). Most of the states are in the Northeast. Plus Louisiana, which has suffered two waves of deaths. Mississippi and Arizona have been the ones who have moved into the top 10 based on the second wave.
Now for the adjustments. Some states (MA and RI for example) have done a great job accounting for Covid-related deaths and require no adjustments. Some havent. South Carolina and Texas are the worst, accounting for only half of the excess deaths. Others requiring a large adjustment include Mississippi, Pennsylvania and Arizona.
Here are the adjusted numbers and rankings of the top 10 after the adjustment is made.
