Pence doesn't strike me as the type to be careless enough to tell such an egregious lie that would be so easily verified. I'm going with Flynn having said whatever obviously false thing to Pence to give him plausible deniability.
Well, he did it during the VP debates, but if you subscribe to the theory that governing is different than campaigning, that's quite possible. I agree with your conclusion, though.

My thought on that difference is more along the lines of Pence being scandal-averse. If he were to be caught lying to the American public as our VP, it'd be a scandal, and I feel like his entire purpose is to be the guy who comes out of every situation in this administration with his hands clean.
Don't get me wrong, I don't think Pence is some honest and moral dude who won't mislead the public when it suits his interests. I just think he's savvy enough to do it better than what this sort of lie would entail.
