Which the chair is appointed by the president and while they don't have to listen to the president, they are appointed by them so they usually lobby and what they lobby on is often what is instantly implemented.

(D) in the past month thwarted an (R) attempt to wastefully spend $5B

you might want to check out Sen Warren's position papers. You can rest assured there is a lot of cost cutting in there.
Perhaps not targeted as you would like but, sending cuts all the same

(D) has not been in a position to cut spending except for a brief period post 9/11.
then a stimulus ruled the day

The broad brushes of spending bad - only (D) spends just doesn't hold water.


Unless we are willing to crash the economy by drasticly slashing the defense budget --- I am all in favor of more taxes more spending unti we can get the DOD budgeting in order.
