I have got as far as using Marijuana as an excuse to kick Mexicans out of the states we took from them in the 1800's. Does it go deeper than that?

Sgt Rosenblatt (who is police lawyer that trains/certifies cops on what they are legally allowed to do) after 1/3rd of the Academy class could not pass the test so they changed the test to multiple choice and changed the judges of the test to only cops and no lawyers.

Considering 8 Baltimore police are on trial or already pled guilty in one of the biggest police corruption scandals in American History that is so bad they even admitted to carrying toy replica guns to plant on people if they shot an unarmed person, I can only assume this is going end well. The term criminal negligence comes to mind.
