So I happen to have extended family members who have ran prisons and had other jobs high up in them. The consensus is that not one inmate leaves less dangerous than they arrived. It’s just not that kind of environment. I agree with the sentiment of what you’re saying. The problem is that you’re calling prison a correctional facility and it’s not. It’s a detention center, or a long term punishment facility, but no rehabbing or correcting is going on. The only hope for those excons to be less of a danger is the deterrent of not wanting to return.
