Once again I have to explain Sturgs own post to him. They ate not using identifying information on performance reviews and promotions to avoid biases. What do you have against promotions being based on merit? Or is race, ethnicity, etc essential to performance reviews?
A quick Google search shows Mark Esper talking about implementing this so maybe that's where you should direct your outrage.
