I don't understand the catcher blocking the plate rule.
 
The only defense possible is that the video didn’t show conclusively that Bohm’s toe didn’t drag along the top of the play. Absent a video angle that showed daylight between his foot and the plate, such evidence would never exist.

Except ESPN just showed an angle from LF that clearly showed his foot went over the top.

This is as bad as the Mets hitter sticking his arm into the strike zone to win the game.
