That's not a dragon it would be a Wyvern. Dragons have 4 legs/limbs and seperate wings, wyverns have 2 legs and wings with claws.
But yeah fell beasts have a bit of murkiness (Tolkien IIRC famously said he liked to leave some things a mystery even to himself, like Tom Bombadil, the Entwives, etc.)
But they're not Dragon's at all in Tolkien Universe because LEgolas killed a fell beast with an arrow at range. To kill Smaug a dragon they had to thread the needle with a shot into a gap in his scales. Fell beasts don't have scales.
Really they're dinosaurs. Bred to be mounts for the Nazgul. Tolkien himself says they're supposed to resemble a Pterosaur.
The Hobbit movies made Smaug a wyvern. It was a small detail but was oddly annoying.
