I’d say it’s a lot of factors one of which is a trrrible department of education like you said. But our societal issues are much deeper than a specific government agency.

Who is going to feed the roughly 40 million Americans who still struggle to feed their families with the current system in place? I would love your plan here. I've explained how all charities combined don't even bring half as much in donations as we spend on SNAP alone.

And also, we aren't talking about apples to apples here. Testing and standards today are superior than they were 50+ years ago. I think you'll also find that SAT scores are largely saturated today because there are vastly more students taking these tests and going to college now than the there were 50 years ago.
50 years ago, students with similar intellect and family income levels (adjusted for inflation) were going straight into the work force after HS. Going to college after HS was simply far less common than it is now. Only about 1/3 of HS students in 1970 would continue on to obtain higher educations vs nearly 2/3 of HS students now. That means far fewer kids were taking the SATs, and the ones that did were likely to be fairly intelligent in the first place.
