You know exactly what this means - As a country bringing over the manufacturing (or at least a material portion of it) is better for the country as opposed to not.
The cost structures will soon be comparable all over the world (as I'm sure you are aware). So why not bring the tax base / job base here?
But if you don't think countries matter and the absolute lowest price is the only thing that matters then you take the position you and a few others on this forum take.

I wouldn’t associate Apple with “being lowest cost”.
The principle of a single person choosing which companies to reward or punish based on vibes is profoundly un-American.
The idea of taking an American founded company and move all their manufacturing overseas is then 'American'? Whose America? McKinseys?

Simply balancing the budget would be such an amazing accomplishment and create a much brighter outlook for us.

The plan should be to spend more wisely (you either believe there was waste fraud and abuse) or not spend at all.
You can believe in stimulation of an economy and future event horizons (that are not far fetched at all).
