It doesn't matter what his actions preceding were. He was outnumbered 6 to 1 (3 cops and 3 guns holstered). He was on the ground crying uncle. Did you think he was gonna jump up into the air like a zombie from 28 days later and go ape****? Then I think some can agree a taser would br used before gun.
Again, what the cops did was despicable and should be punished for murdering someone. If you are innocent then even more of a reason not to resist because you are just going to be let off and then could potentially sue down the road.

In this case its not the bigger issue but in the Country as a whole resisting arrest results in a lot of terrible things.

Its putting a lot of stress on police officers jobs and they are making bad decisions because of this additional variable that should not exist.
In this particular case the resisting of arrest was minor and not physically imposing. The cop was just a hotehead and made a terrible decision that he should be held accountable for. However, in other situtions the resisting of arrest can lead to a violent response against the officers which puts them in a bad position and leads to bad decisions.
I've never blamed Garner for what happened to him. It could have been avoided but in no way did he deserve to be assaulted by an officer because he did not present a physical threat to anyone.
