Based on how "happy" he is in OKC it might not take max to get him. I'd love to have him for the next 4-5 years at 12M per year considering the increase in cap. Hell, even 14 would be nice.
He's not taking a "discount" all these quotes should tell you what kind of mindset he has. He's not a winning player, he's a me first guy. Very talents on O but not someone I'm giving 40-60 mil to.

I don't care about the Utah pick. That player won't be as good as Kanter but losing a pick for Waiters hurts.
Unless of course he leaves and/or the Thubder overpay for him.
I can only take him at his word for now. Seems like he loves playing in OKC. I think that may bode well for resigning and for how many dollars.
